I think we should not pay a fee since we bought the house with 4 bedroom and just split one. On 08/22/2010 when I bought the house the garage was sold as a bedroom they close it in and the garage had electric all ready so we decided to just place a wall and make another small room since the room was so big know the house have 5 bedrooms.
